Liability for utilities and council tax begins on completion day. Ofgem regulations provide extra protection for homes on heat networks. Always take evidence photos of meters on day one to ensure you aren’t billed for the seller’s usage.
Energy (gas and electricity)
On completion day, you’re automatically placed on a deemed contract with the existing supplier. These are almost always the most expensive rates available.
Take clear photos of your gas and electricity meters the moment you get the keys. While most smart meter data transfers automatically, change of tenancy glitches still happen. A manual photo is your legal insurance against being overcharged for the seller’s final week of heating. Once your account is registered, shop for a fixed-rate deal to lower your monthly costs immediately, you aren’t locked in.
Water
You can’t switch water suppliers as they are regional monopolies. Find your provider via the Water UK website, then register as the new occupier and provide your move-in meter reading. This ensures your first bill starts from zero.
Council tax
Your liability for council tax starts on completion day, even if you don’t move your furniture in for another week.
Most councils require you to register via an online Move In portal. If you’re living alone, you must explicitly apply for the 25% Single Person Discount, it’s rarely applied automatically and can save you hundreds of pounds a year. If you want to lower your monthly outgoings, opt for the 12-month payment plan rather than 10.
Heat networks
If you’re moving into a modern apartment or a sustainable housing development with a communal boiler, you’re likely on a heat network.
Heat network consumers have legal rights under Ofgem protections. You’re entitled to transparent billing, fair pricing benchmarks, and the right to escalate disputes to the Energy Ombudsman. Check your Heat Supply Agreement to ensure it complies with these standards.
Broadband and TV
High-speed fibre is a utility, not a luxury. If you didn’t pre-order, do it now, installation lead times for new fibre connections are currently averaging 10-14 days. If you watch live TV or use BBC iPlayer, update your address at tvlicensing.co.uk.
Your first day checklist
Before you start unpacking, there are three things to do. Locate the stopcock (usually under the kitchen sink) so you know how to turn off the water in an emergency. Find the consumer unit (fuse box) and identify the trip switches before it gets dark. And take your evidence photos, meter readings, any unexpected damage, and your new front door.
